County of Essex Partners
1. Daily Janitorial Cleaning for EMS Bases & Road Depots
The County faced significant cleaning challenges across its EMS bases and Roads Depots, particularly in washrooms, staff areas, and shared spaces. These high-traffic facilities were not being cleaned properly by the previous provider, resulting in hygiene concerns and frequent staff complaints. EMS bases required cleaning in accordance with Ontario Health Regulations, including prevention of cross-contamination and proper disposal of biohazard waste and sharps such as syringes. The lack of professionalism and incomplete work from the prior contractor negatively impacted daily operations. 365 Cleaning addressed these challenges by implementing a structured daily janitorial program focused on washroom sanitation, entryway cleaning, floor mat maintenance, and consistent servicing of staff-use areas to restore hygiene and operational confidence
2. APPA-Aligned Cleaning Services & Floor Care Programs
365 Cleaning provided daily general janitorial services across all 15 locations, ensuring washrooms, entryways, floor matting, and exterior cigarette receptacles were cleaned during every scheduled visit. Facilities were maintained to APPA Level 1–2 standards at the end of each service. Specialized floor care services were also delivered at designated EMS bases, including tile and grout cleaning, annual carpet cleaning at the Mercer Base, and biannual stairwell stripping and refinishing. While cleaning supplies were provided by the County, 365 Cleaning used its own commercial-grade equipment to ensure consistent quality. Services were customized to each site’s operational needs, ensuring compliance, cleanliness, and minimal disruption to critical municipal functions.
3. Daily Execution, Staffing & Service Monitoring
Cleaning services were performed daily, with each site receiving approximately 2 to 2.5 hours of dedicated cleaning per visit. All work was carried out by trained, in-house professional cleaners under the supervision of Operations Supervisor Japnam Walia. During onboarding, the County requested full monitoring through janitorial software; when temporary administrative issues delayed system functionality, 365 Cleaning ensured uninterrupted transparency through detailed email updates and activity reporting. Early staffing challenges were resolved by deploying cleaners from the company’s backup pool, preventing service disruption. Strong supervision, consistent communication, and disciplined execution ensured reliable service delivery across all EMS bases and Roads Depots.
4. Results, Compliance & Operational Impact
365 Cleaning delivered measurable improvements across all County locations, including enhanced cleanliness, regulatory compliance, reduced complaints, and improved operational efficiency. By maintaining APPA Level 2 standards, facilities remained hygienic, inspection-ready, and supportive of frontline EMS and Roads staff productivity. Daily logs, monthly reporting, and proactive hazard identification reduced the County’s operational burden and eliminated the need for constant oversight. Clean, orderly facilities reinforced a professional image for staff, contractors, and visitors. Through transparent reporting, technology-driven monitoring, and a zero-disruption transition under Bill 7, 365 Cleaning exceeded expectations and established itself as a trusted operational partner for the County of Essex.
